NIH Information Quality

The Office of Science Policy Analysis (OSPA) often leads the development of reports mandated by Congress. Examples of reports prepared by OSPA include Congressional Appropriations Committee Reports (CACRs) and those mandated by the NIH Reform Act of 2006, which includes the NIH Director’s Biennial Report and the report on NIH Collaboration with other Department of Health and Human Services’ (HHS) agencies.

Biennial Report of the Director of the National Institutes of Health
The NIH Director’s Biennial Report provides Congress, NIH stakeholders, and the public with an integrated portrait of activities across all of the NIH Institutes and Centers on a biennial basis.

Major sections of the report include:

  • An overview of NIH policies and procedures and various cross-cutting activities

  • NIH research activities on specific disease, disorders, and adverse health conditions with an emphasis on strategic planning and funding decisions

  • NIH research activities from the perspective of key research resources such as genomics, data registries, career development, and information clearinghouses

  • Reports on Centers of Excellence established by statutory mandate in areas including Alzheimer’s disease, Autism and Health Disparities

Report on NIH Collaboration with Other HHS Agencies

NIH’s collaborative efforts with her sister agencies are a critical component of the HHS mission to protect the health of all Americans and provide essential human services, especially for those who are least able to help themselves. As the Nation’s leading medical and behavioral research institution, NIH is dedicated to the pursuit of fundamental scientific knowledge about living systems and the application of that knowledge to improve people’s health and reduce the burden of disease. This annual report documents the extensive collaborations with HHS agencies that serve to promote the translation of NIH’s research to community health practice, coordinate a range of health programs and policies, enable better tracking of patient safety initiatives, and optimize agency efforts to reduce health disparities.

Implementation of Institute and Center Strategic Plans

In FY 2007, the Committee on Appropriations requested that the NIH submit a CACR on how NIH Institute and Centers (ICs) implement their strategic plans.  In response, OSPA lead the development of a report in which each IC details the many ways it each uses its strategic plans. The report revealed that although every IC has unique uses for its strategic plan, they also share a number of common implementation strategies.
